It's a gym. It has equipment. You can work out with it, but be prepared to get filthy; all of the equipment is incredibly dirty. The building isn't cleaned often, and I've noticed pieces of trash sitting in the same spot for weeks straight. Air-conditioning is almost never on, even in the heat of summer, which makes lifting weights an even more difficult activity.
My biggest complaint is the bathrooms, though. Soap and paper towels can be found in them MAYBE one day a week - most of the time you're forced to use toilet paper to dry your hands, and that's even if the stalls HAVE toilet paper in them! I have no idea how this happens, it's as if no one stops to think about the fact that bathrooms need to be supplied, and I believe the owner and other employees are there throughout the day to notice this...
